When you start a macOS installer you are asked where you want the installation of macOS to go. A default destination will always be the startup disk. Under the icon is a button labeled, "Show other disks." Click on that to access the other disks. Select the desired disk for the destination. macOS will be installed on that disk. When the installation is completed, the computer will reboot from the chosen destination that is now the startup disk.
