I have an iphone, ipad and macbook OS Catalina. They all meet the Apple Continuity requirements.
I cannot send or receive SMS' on my mac, but I can send and receive on my iPad.
The recommended settings on the mac have been followed.
My keychain options are also switched on, on all devices.
On the iPhone, I cannot see the option for toggling messages ON or OFF in settings>icloud option.

Thanks, but I had already done those steps.
I solved the problem after posting the question.
I did two things: (1) just wait for a few hours and (2) switched on the icloud back up for the iphone. I dont understand the connection btw icloud backup and the message app but if thats the price, so be it.
