Phone "Call Decline" Button not available and Screen is "unlocked". Any other ideas other than to press the sleep button. Election & Robocalls driving me nuts :-)

I have done the hard reset previously, many times. I just did it again now and the button appears.
I guess I need to do that more frequently. Thanks for the reminder. Note to Self: always reboot, then ask questions.
