there are 88GB photo in my iPhone,
Question 1: after backup the photo to icloud, just 26GB photo in iCloud.
Question 2: i choose "Download and Keep Originals", the file size in iCloud is still smaller that that in phone.

If you sync photos to icloud it is not part of the icloiud backup.
If you don't sync to icloud, then photos is included in the backup.
