"Upgrade" to Catalina lost my files previously stored on the hard drive

In the previous upgrade my former hard drive files were accessible through a Relocated Items folder. It was ponderous but they were still there. In Catalina that same folder has nothing. Where are my years of critical files and how to I get them back?

Files that you stored at the root level of the Startup drive would have been moved there because the root level of the startup drive is locked down.

You should have moved the files into your home folder.

If you left them in the Relocated Items folder, there should be a Previously Relocated Items folder in /Users/Shared.

If you find them there, move them into your home where they belong, or create a new folder in /Users/Shared to hold them there.
