On your iPad:

Settings > General > Software Update

Here you will see an available update - if it applies to your iPad.

If you can provide the details of your iPad model - and the current installed version of iOS, we’ll be able to confirm if iOS 12.4.7 is applicable to your iPad. You perhaps have an older model that doesn’t support iOS 12.x.
