You don’t can’t upload photos from the phone to iCloud for off device storage and then delete them from the phone. iCloud Photos is a syncing service which means that if you do upload photos to iCloud, and you want to delete them from you phone, you will delete them in iCloud as well.

If you want to store photos elsewhere and delete them from the phone, you need to use another cloud solution like DropBox or Google Photos. You can also import photos to your computer and then delete them from your phone.
