My Mac has no space

How do I clear up space on my Mac when it’s not letting me move anything to the trash because it’s saying the trash is full but when I click on the trash, it’s actually empty?

MacBook Air 13″, macOS 10.14

Reboot holding down the shift key
The screen may flash and show scrolling lines .. that's normal.
Once you get to the desktop, try to empty the bin again
Then reboot
