Contacts not syncing to iCloud

Hello wise ones,


Hoping someone can help with my frustration.


I have 2,600 contacts on my iPhone XS Max, sync'd to iCloud, yet when I log into iCloud on my laptop there is only 366 contacts listed.


I've tried this (suggested via a Google search):

Settings / iCloud

Slide Contacts option to Off / Close out of Settings

Wait 5 minutes or so / Go back to Settings\iCloud

Slide Contacts option to On (message asking to merge Contacts, said yes)

Go to Settings\iCloud\Storage & Backup / Select Back Up Now


I've also triple checked that iCloud is set as the default account for my contacts.


What on earth am I missing?


Any help VERY gratefully received!

When you turn on iCloud Contacts, all of the information* stored on separate devices uploads to iCloud. If you turn off iCloud Contacts, your information won't automatically move from iCloud back to your device.
