Actually no you can't. Only Windows 10.

You can install Windows 8.1 as a VM in Parallels Desktop, VMWare Fusion or VirtualBox.
The link provided stays that OS X Yosemite, OS X El Capitan or macOS Sierra support windows 8.1 not macOS Catalina.
