I lost my phone but for some reason find my iPhone is off how can I locate the last known location?

I lost my phone I need help finding it what can I do and will someone be able to use my phone if they find it?

iPhone 11 Pro Max, iOS 13

Had you turned Find My iPhone on? You seemed surprised when you said it is off. If yes, then maybe your problem is that Find My iPhone is offline or not working https://support.apple.com/en-us/HT204233.

If Find My Phone is off, the only way to find it is by doing a manual search.

With Find My Phone off, they can erase and reuse your phone.
