iMessage and FaceTime

I purchased a iPhone SE to replace an iPhone 6. Texts are often failing. When I go into Messaging in settings iMessage is enabled but it states “Waiting for Activation”. Same for Facetime. When I click on Send and Receive it has check marks next to my Cell number and email, but my cell number is listed twice and next to the second listing the “wheel” is spinning. Same for FaceTime. I am connected to a Wireless connection. When I turn off Messaging and FaceTime, turn my phone off, then on and turn on Messaging and Facetime it doesn’t fix the problem. However, after powering up the phone I also get a message that the phone is not activated. Any advice?
