A. Yes - It is possible, though some widgets might vary by country or region.

1. Go Here: Use Quick Actions to View and Add Widgets - Apple Support
2. Scroll to: Use quick actions to view and add widgets
3. View: Contacts on the list

B. To Add this Widget:

1. Swipe: right up the screen
2. Scroll: to the bottom
3. Tap: Edit
4. Tap: "+" to add Contacts
5. Tap: Done

C. Maybe Reorder your Widgets?:

1. Touch & Hold Down: on the three lines next to Contacts
2. Drag: Contacts widget to where you desire
3. Verify: It is seen.
