Can't Edit Photos with Catalina 10.15.5

I can no longer edit photos after upgrading to Catalina 10.15.5. Keep getting message "Cannot Load Adjustments for the Image." I tried rebooting to no avail.

Does this apply to all images or only images, that have been edited before? Have the images been copied into the Photos Library on import, or have they been imported as referenced images, without copying into the library?

You may want to check, if Photos has the rights to access files and folders in System Preferences > Security & Privacy, also "Full Disk Access".

Photos cannot add further adjustments to items that have been edited in Aperture or iPhoto before the migration to Photos. These photos will have to be reverted to the original before you can add further adjustments.

If you have imported photos a referenced, use "File > Consolidate" to copy them into the Photos Library. Photos for Mac on Catalina may have problems to handle referenced image files on Catalina.

If you cannot even edit image, that have never been edited, simple JPEGs, try these steps:

Reset NVRAM or PRAM on your Mac - Apple Support
