Screen Mirroring

I have an iphone 8plus that I would like to use screen mirroring to my new ipad. When I hit the mirroring in the control panel on my iphone, the ipad does not show up as available devices. It just continuously has a spinning icon. Both devices are connected to the same wifi, both are synced through the same apple account, both are up to date and running iOs 13. What am I doing wrong??? To say I am frustrated is an understatement.

Any help would be greatly appreciated.

Thank you!

Neither iPhone nor iPad support screen mirroring to another iOS/iPadOS device. Screen mirroring is only possible over an HDMI or AirPlay connection.
