I already subscribe to Apple TV. So why do I have to pay to rent movies?

I just subscribed to Apple TV. Then I browsed for movies. They are for rent. Am I supposed to pay both to subscribe and then to rent? How stupid does Apple think we are?

The Apple TV+ subscriptions covers just the Apple Originals.

iTunes Store movies and TV shows are not part of the subscription, even though they appear in the same Apple TV app.
