Apple pay not working in iPhone7

Apple pay is not working in iPhone7. When I place the phone near any outlet payment reader nothing happens.

Credit card is successfully added in apple wallet. Current O.S 13.6(17G68)

iPhone 7, iOS 13

My Apple Pay completely locked and says I have no money in my apple wallet. I have iPhone 7 with the latest update.
