Why don’t my icons jiggle when I press on them?

With the current iOS, when you press and hold an app, a menu appears. If you want all of the apps to jiggle you then tap "Edit Home Screen" in the menu. See the following instructions: How to delete apps on your iPhone, iPad, and iPod touch - Apple Support
