This is the expected behaviour from Control Center. They are not called quick buttons.

Axel points to the correct way to turn Bluetooth off and on.

Open Settings ➔ Bluetooth ➔ Set this to OFF. Now Bluetooth will not turn ON until YOU turn it ON.
