I am on a family plan for Apple Music in which my brother has the subscription, but whenever I make a purchase from the apple store, it charges his card. Is there away to be on a family apple music plan, but also be able to use your own card for purchases?

Unfortunately, there is no easy solution. This is mainly done to prevent abuse of Family Sharing, e.g, sharing Apple Music with people outside your family. I believe they use the assumption that people in a household would be fine using one payment card.

A workaround would be to use iTunes gift cards.
