My iPhone 7 was disabled but I know the passcode. How do I get back in without connecting to iTunes?

You don't, if the iPhone is disabled. Knowing the passcode doesn't move the problem.
The only steps you can perform are listed here:--> If you forgot the passcode on your iPhone, or your iPhone is disabled
