my apple account is locked to unlock it i need to login to my icloud account because they are sending me the reset guide mail there. but i cannot log in to icloud mail to see the reset mail. also i forgot the security question what do i do ?

Based on multiple posts I have read, they will not help you recover the answers to your security questions.
