Reducing messages storage
I currently have no messages in the messages app (deleted all on Mac and iPhone and restarted) but it still appears to be utilizing 57.9MB of storage. How do I reduce this?

That is probably the App itself and a few support files. You cannot delete the app nor make it smaller.
As 58MB is a drop in the bucket even on a smaller drive, I would not worry about it.
