Safari is already on your iPhone. There is no separate link to download Safari. It is included the iOS and is installed as part of the default apps. Search your iPhone by checking all home pages and folders.

I am being told that the Safari on my phone is an old version and that I need to download an updated version which I was unable to do.

You appear to have iOS 13 installed on your iPhone SE. You have the most current version of Safari as well.
