Modify Macintosh HD disk

So I was doing some stuff with my applications folder, and somehow, my user applications folder got copied to Macintosh HD, meaning that now there's an applications folder in Macintosh HD that all users can access / have their applications default to. It's not a huge deal, but I want to remove it. Of course, though, I don't actually have write access to Macintosh HD, and I can't give myself access. Does anyone know how I could get rid of the folder?

You can't. The Applications folder is created by the system and can't be deleted. With Catalina apps are added to the Applications folder indicated in this screenshot and not the one in the user's Home folder:
