Can't access the Apple ID and Password of my mother in-law (deceased)

Good Day, can't access the Apple ID and Password of my mother in-law (decease) all of the contact details (phone numbers, email). We don't have access.

The only thing that we have is her Apple Id

We just want the password for the Activation Lock or removed her Apple Id account to any device that she have.

My wife and I just want to restore the Ipad Mini that we gave to her but we don't have password and cellphone numbers.

Thank and appreciated

Activation Lock is a theft deterrent feature with no bypass or workaround.

Without the owner's authorisation, no thief or anyone including you can re-use the device.
