The "Use as System Photo Library" button is grayed out and I cannot access it.

Yet this is the only Photos Library I use and it syncs with iCloud fine. When I start Photos with the Option Key the dialog box that comes up shows only that library file.


I am trying to migrate shots to my LightRoom but I can't unless that file is the "System File"

If you cannot select 'Use as System Photo Library' then the library is already the system photo library. This is the case if you have only one library too.
