Since my phone is saying unable to sign out due to restrictions! What do I do?!

If you turned some off, have you restarted the phone?

Try a forced restart.

Reset Device.      

If necessary

Hard reset.        

Do a backup and try a factory reset. Then restore from your backup.

Restore to Factory setting.      

Backup - Restore your device from an iCloud or iTunes backup.      

Have you checked Settings/Screen Time for any restrictions? If there are restrictions, can you remove them?
