How can i know when can I delete pictures from my phone after I've backed up my iPhone? Or how do I know my pictures are in icloud?

A few things to clarify here.


If you are using the iCloud Photo Library, your photos are not also in a backup.


If Settings > [your name] > iCloud . iCloud Photos is set to ON, you are syncing your photos with iCloud.


Any deletions you make on your device are mirrored to the iCloud Photo Library.
