Go to the Bluetooth icon in the status bar (if you don't see it, go to System Preferences > Bluetooth > Show Bluetooth in menu bar), find the Magic Mouse, and it should have a battery charging icon.

When you open the Bluetooth preferences panel, and then, connect the Magic Mouse 2 to a charging cable, you will see the words "Connected - Charging beneath the mouse name. That is the only place where you will know if it is charging.

The Bluetooth menu extra's sub-menu for the connected Magic Mouse 2 will neither update the charge percentage, nor offer any indication that the mouse is charging. The mouse preferences pane will show the current mouse charge before you connect it to the charging cable, but not show any indication of charging, or percentage increase — until you disconnect the mouse from the charging cable, close and reopen these panels, which will then update the charge percentage.
