In photo my image is 4.3 MB but when I attach it to an outgoing message in Apple Mail, the resolution shrinks to 2.2 MB. I am selecting Actual Size in the dropdown menu. My ISP is not responsible because the same things happens if I put the image on my desktop! Please someone tell me how to send a photograph at full resolution!

OMG, Keith. This was the solution. I have been struggling with this for hours. I even tried to save the image to a flash drive. Nothing worked. But doing something as simple as EXPORTING the original unedited file to the desktop did the trick.
Using an Apple product used to be intuitive. User-friendly. Not so anymore. You have to really dig for answers. Thank you, Keith.
This has always been the case. When you drag and drop or the media browser, you always get what Apple chooses. I prefer complete control, which they also give you.
Use the file->export facility in Photos, and then attach it.
