Can’t change my billing address when making payment

Log into your account in the App Store/iTunes and you should be able to change/verify it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page.

Apple ID payment information - change.  

I was asked to update my billing method and there was no issue with the billing method I was using. I was using PayPal but forced to remove it and enter a credit card even though PayPal account was linked to same card. The **** of it is if you owe Apple $4 they will not allow you to watch the $1000s if dollars worth of movies you supposedly “purchased” from them. That’s right, the movies/apps you purchase from Apple don’t belong to you at all. I found this out when I tried to watch a “purchased” movie whilst their software was fumbling my payment method. They withheld all my “purchases” MY PROPERTY until they could charge me $4 for a rental.
