Photos stuck in iCloud

I cannot get my pictures off iCloud, keep receiving error that to add storage is also unavailable? I have "0" days remaining to save my photos from deletion.

If they're already in the Recently Deleted folder, consider moving some back to iCloud, then use the following method to perhaps transfer them to a computer --
