iPod Touch 6th generation

I have an iPod touch 6th generation device that has iOS 12.4.8. The problem is that I need to install an app which needs iOS 13 or higher. I've tried to update the device directly and through iTunes but both say that the installed iOS is current. How do I update this to iOS 13 (or higher)?

To add to QuickPost's comment, for clarity; Apple have made it clear that the 6th generation iPod Touch will never be able to run iOS 13. It may however, receive further updates to iOS 12, if there are any.
