You can’t, because the file extension identifies the app that “owns” the file. If you changed the extension the file could no longer be opened. You can change it on a Mac by going to iCloud in Finder, but if you do it might no longer appear on your phone. I think you can with iCloud for Windows also, but as I don’t have iCloud for Windows I can’t check.

The problem is a pdf got downloaded with a .pdf.html extension. It opens in txt mode but with the pdf code (uninterpreted).
If it has an html extension it should open in Safari, which also includes a PDF viewer.
