In Preview: "Two Pages" is for "Facing Pages"

The First Page is the Tittle Page - 2nd and 3rd pages open in Two Pages view

In Safari:

Open PDF Document with Safari:

1. Right Click: on the Document
2. Select: Open With...
3. Select: Safari
4. Right Click: on the Document
5. Select: Two Pages Continuous
6. Scroll: Up or Down

1. Go To: Feedback - macOS - Apple
2. Select: “Feature Request” for the “Feedback Type”
3. Select: “Applications/Utilities” for the “Feedback Area”
4. Proceed from there as necessary

You are welcome! Glad it worked.

The Apple PDFKit framework that Apple uses within Preview supports real two-up, but Apple did not code it to take advantage of that capability. It is feature myopia, not the year, that is the problem.

Unlike Apple's Preview, the current Adobe Acrobat Reader DC will literally display two pages side-by-side, and the next page advance, shows the next page pair, etc.
