Why doesn’t the extra 50GB of ICloud space I’m paying for on my 32GB 7plus IPhone fix my storage from showing full? I’m only using 12.7 GB of the extra 50 GB.

The message you're getting is referring to a lack of available storage space on your device itself, not in iCloud --
