how do you force the Windows PC to sync iCloud photos?

iCloud "folder" on My Windows 10 PC is missing photos that I see in my Recents photos on both my iPhone and my iPad. How to I force the PC to do a sync so they are visible? Most of my photos are synced over, including some more recent than the photo I am trying to access on the PC. I can't just wait around hoping it will sync over.

  1. Sign out and log in again with iCloud for Windows
  2. Update the iCloud for Windows app
  3. Update Windows PC
  4. Uninstall and reinstall iCloud for Windows
