Phone storage

My iPhone constantly says that I have full storage no matter how many apps I delete, photos I delete, etc. When I go into storage and try to manage it, it says that a large majority of my storage is taken up by “other”. I need help deleting other because it’s taking up about three force of my storage and I have tried to clear my caches, restart my phone entirely, and basically everything else you can try. Help!!!
