I need to transfer data from an old iphone to a new one. Neither phone is working at this time.

Sorry, there's nothing can be done when both iPhones are not working.

Make sure you have the latest version of iTunes, which you can download from https://apple.com/itunes. You will need Windows 7 or later, or almost any Mac made in the past 10 years.
Both of them need to be working. But what do you mean by “not working”?

I need help and am not receiving a reply
I was told my old phone is out of memory, it won't make calls or accept them.
I am trying to set up my new one.
Does it turn on? If it does, back it up, then restore the backup to the new phone. But why isn’t the new phone turned on?
How do I back it up and restore? I am technologically challenged.
