. I want to back up my iPad to an older iPad back up, because it has data not included the last time my iPhone backed up to iCloud. The iCloud back up is more recent than the iPad back up

From what I've seen/read, iCloud only stores 3 backups so if you cannot find that backup you're looking over, it has been overwritten by another newer backup. Hopefully that makes sense.
