Your iPhone 6+ may be new to you, but it has likely passed through several previous owners before landing in your hands. That is why you are bumping into this local hardware limitation.
Fear not, though. It is an easy problem to overcome. From any computer's browser, head over to https://appleid.apple.com/account#!&page=create and create your new Apple ID there. Once created, you can use that newly created Apple ID on your new iPhone 6+.

After creating the ID, you may need to log into iCloud on another device/computer to validate the ID before you can use it on your phone.
