when my phone connect with power then "hey siri" is working , otherwise it not working . i make sure that my low power mode is not on

That is the feature available on iPhone 6 and earlier.

Read this Apple article --> If Siri or "Hey Siri" isn't working - Apple Support (Refer to section "If Hey Siri doesn't work", 4th bullet point.)
