Why does my iPad iOS says up to date 13.3.3 and the latest is 13.6

Hmmm, if you are at 13.3.3, you should be able to update your iPad OS to the latest available version, which as you note is 13.6. Are you getting any error messages, do you have free spade on your device and have you been experiencing any other issues? Do you see an update available in Settings > General > Software Update?
