SE2020 volume affected by notifications and everything

My volume will not stay put. Notifications and everything keep permanently lowering my volume. ( not ring volume)

Tap the "Settings" app in the iPhone home screen.
Tap "Sounds" in the settings menu.
Scroll to the "Ringer and Alerts" section, which covers the ringer and message alert sounds.
Drag the volume slider to the right to raise the volume.
