My apps will not let me update because I changed my apple user ID. When I delete the apps to redownload them, they still appear in the App Store as update (showing they never fully deleted). How do I update my apps when I changed my apple user ID and my old password is long forgotten which Is why I had to change in the first place.

After deleting an app, have you tried signing out of the App Store/iTunes, restarting your phone, and then signing back in to see if you can download the app with your new ID?
