You will need macOS High Sierra 10.13.6 installed before you can apply the 2020-004 updater, and the Safari 13.1.2 update from the Mac App Store Updates panel. These likely will be the last updates for High Sierra 10.13.6 as it drops off Apple's three-year sliding window for support, once macOS 11 (Big Sur) is released this Fall.
