How can I recover permanently deleted photos from my iPhone/iPad?

Not too long ago, I bought an iPad and used the same iCloud account as my iPhone. Since I wanted to keep all my pictures on my iPhone and did not want them taking up storage on my iPad, I permanently deleted most pictures from my iPad, assuming that they would still remain on my iPhone. It's been around 40 days and I noticed that the same pictures I deleted from my iPad are now also deleted from my iPhone. Is there any way I can recover those photos?

There isn't any way to recover them if they are not in the recently deleted section of iCloud Photos, and it sounds like they are not there.
