Can you try from another device or computer? Did you restart the device and try again? Are you making sure to follow the steps here -- Downgrade or cancel your iCloud storage plan - Apple Support?
Unfortunately I did all the steps as above however did not work and I have tried it in all my devices. Not sure which email I can contact apple support. Thank you
