approve this iPhone

im not able to approve my iPhone, it tells me to sign in to iCloud to approve this iPhone and I login on my Mac but its still say's waiting for approval and nothing happened.

iPhone 11 Pro, iOS 13

Get a verification code and sign in with two-factor authentication - Apple Support describes the available options.
